This might be done intentionally because I think the first arcs talks about the atrocity the pirates make and now we can see the marines or those allied with WG doing the same thing. So, no one's good or bad. If we only look at the WG/Navy Good and Pirate Bad narrative, we are missing the whole point of one piece.
